In this book E. Malcolm Carroll traces the fluctuating reactions of the German press to foreign policy crises. It is a detailed account of German diplomatic history in the period 1866-1914, based on a thorough investigation of the sources. Carroll reveals at length the nature of public discussions on foreign affairs as indicated in contemporary newspaper articles. The evidence of the extent of information available to the German people on foreign policies is impressive. It does not support the view that the Germans were kept in ignorance of the government's objectives.
